TARU’s niche and unique engagement in the Energy Sector
focuses on three issues commonly identified among the most
challenging to State-level reforms in the Sector: stakeholder
communication, agricultural power subsidy reform and power
theft.
Our large-sample baseline studies and impact assessments in
Andhra Pradesh (AP) and Haryana were among the first
longitudinal studies in the country tracking consumer
perceptions on reform and its perceived and actual benefits. The Stakeholder
Communication Strategies we developed in Madhya Pradesh (MP) and
Punjab, based on wide-ranging consultations and studies of
approaches and lessons from AP, Haryana,
Karnataka and Uttar Pradesh (UP), were crucial to interpreting
reform for internal stakeholders.
TARU’s work on options for better agricultural power subsidy
management in AP and MP is
some of the most advanced work on the issue and our research on
rural theft, undertaken with a view to understanding its
motivations, arrangements, potential mitigation measures and
challenges in implementing them, has been widely appreciated for
its insight.
